Abstract

The rapid process of urbanization in Brazilian cities throughout the twentieth century resulted in a series of urban problems for cities. Since then, municipalities have come to understand the importance of urban planning. In this sense, Brazil began to unite legal, social and urban aspects in search of long-term improvements, resulting in important laws, such as the Constitution of the Federative Republic of Brazil, founded in 1988. These discussions, originating mainly from a capitalist production model and formerly discussed only in large and medium-sized cities, also affect small urban centers. An example of this is the city of Pau dos Ferros, located in Rio Grande do Norte, which has shown urban, demographic and economic growth over the last few decades. This work, in addition to presenting data on this growth, sought to understand how the structure of urban planning in this city took place in a relevant period of its history. For this, an institutional analysis was carried out, identifying which bodies and instruments were responsible for this process, where it was verified that the structure adopted until then was not enough to accompany the growth of the city, lacking in some moments of technical staff and urban guidelines, according to the results presented.
