Abstract

The objective of this research is to analyze the financing of basic education in Brazil and the impact of economic cycles on its functioning, especially on the Union's complementation. With this objective, three topics were developed. The first presents a theoretical and conceptual analysis of economic cycles, the second a discussion of Fundeb, and the third an empirical analysis of the effects of economic cycles on Fundeb, highlighting the Federal's complementation, including a case study for the state of Pará.. The data used for the analysis are FUNDEB expenditures from 2007-2019 and Gross Domestic Product (GDP) from 2006-2019; the evidence points to the impacts of economic cycles on FUNDEB, thus, in times of economic crises there is a tendency for the Fund to reduce, threatening the budget for the realization of the right to education in Brazil. However, despite the fund following the variation of the revenues that finance it, there is a component in FUNDEB that has proven to be countercyclical in recent years: the Federal's complementation. It is worth highlighting that this complement was fundamental for financing education, as evidenced in the case study carried out for the state of Pará.
