Abstract

About 9.5 million people currently in Brazil live on less than a dollar a day. Although we have had a major breakthrough in the Brazilian social welfare, eradicating poverty and extreme poverty seems a distant place on the horizon.

This article proposes a reflection on the effectiveness of the fight against poverty and, somehow, their failure is not located in the very theoretical concepts it embodies. If these fail concepts in everyday practice they may suffer anomalies which still cause more damage in fighting poverty. In other words, the assumption is that when from a monetarist perspective social programs in decades end up not face very specific cultural impediments work in social care. So, we do not ask the question "How to eradicate poverty?" But the question “What are the meanings of poverty and social inequality for teachers, civil servants, managers of social policies”.
