Abstract

This article aims to address the relationships established by the various political and social actors in the construction of the Territories of Citizenship Program-PTC, created in 2008, based in the idea of territorial and intersectoral managment. In effect, we seek to understand mobilized practices, discourses and networks that have resulted in their implications for the political system. In order to do so, we identify some of the central actors in the process of constructing public policy based on mapping about the Program through documents and reports of the Ministry of Agrarian Development, specially the Territorial Development State Department. The documents were needed to point out the main decision-making arenas that were involved in this process. From this first mapping, we worked with in-depth interviews with the people who were involved in the process of elaborating this policy, seeking to qualify the discussion about the processes of participation and involvement in the construction of the policy. We therefore seek to understand the political-institutional relations between the State and social movements within the framework of the discussion spaces that preceded the creation of the Program. The occupation of positions is a tactic adopted by some social movements in order to create new strategies and to establish possible articulations with those that are within the State.
