BLOCK IN POWER AND THE PETROCHEMICAL SECTOR PRIVATIZATION POLICY IN THE PERIOD OF 1995-2002

The 1990s mark the rise of neoliberal ideology and the configuration of a power bloc in the Brazilian state under the hegemony of financial capital. This work aims to analyze the relationship between the power bloc and the privatizations executed within the petrochemical sector during the years 1995 and 2002. The main concepts about the role of the bloc in power in a capitalist state in a neoliberal economy will be presented, in addition to a characterization of the composition of the bloc in power in force under Fernando Henrique Cardoso. Through an analysis of the data of the National Denationalization Program (PND) referring to the companies and capitalist fractions purchasing state enterprises, we seek to identify the fractions of the bloc in the current power that were directly benefited by this policy. From the results obtained, we can conclude that the great national industrial bourgeoisie was the bourgeois class fraction that is part of the block that appropriates itself or public assets through privatizations in the petrochemical sector carried out through the PND.
