A DESCONSTRUÇÃO DO “INIMIGO”

Abstract

The conception of a democratic regime presumes the equal participation of all citizens in the formation of a democratic and sovereign will of the people. This article seeks to analyze the reactive and proactive models of police and the consequences arising from the choice of each of them and, from that, establish parameters to be observed by the police in order to become institutions legitimized by society. The analyses are based on Axel Honneth's proposals for the formation of a democratic public life, present in the work "The Right of Freedom". It is about the search for a guarantor police model, in which the fundamental and elementary rights of the citizen are guaranteed, regardless of any specific characteristic or peculiarity. A pursuit for the collective and democratic wish of the population, through which the society starts to play a leading role in the development of public security.
