SUSTAINABLE PUBLIC PROCUREMENT:ANSTUDY IN ONE MINISTRY OF BRAZIL
Abstract
The significant volume of spending on procurement in Brazil and the world reaches an average of 15% of GDP (VALENTE, 2011). Thus, if the bids were conducted in a sustainably way, there could be markets for sustainable products and services, and contributing to the emerging innovations in sustainable development. Considering the Sustainable Procurement, this study has the general objective of verify the Sustainable Public Procurement in a Ministry of Brazil. Regarding the methodology in relation to the objectives it is descriptive, as the technical procedures is documentary and as to approach of the problem it is qualitative.In conclusion it was found that the criteria used in most edicts were requiring companies to provide their employees safety equipment that needed to be done the services, requiring INMETRO certifications and demand for recycled materials. It is emphasized that there was no official public institution or accredited institution certifying the requirements contained in the convocations instruments. This research reinforces the tendency of Brazil in regulating Sustainable Pubic Procurement, therefore in the last two years were approved two laws. It is hoped that with this study the subject could be spread so that more public institutions may apply the Sustainable Procurement.
