National Policy of Integral Health of LGBT's
theoretical and practical actions in Paraíba/Brazil
Abstract
The National Policy of Integral Health of LGBT’s considers adversities related to the health of the target population in favor to run practices for their specificities. This article aims to analyze the levels of institutionalization of the actions in the studied policy, based on the model of Tolbert and Zucker and understanding the discourse of the agent that is implementing the policy in the state of Paraíba/Brazil. Primary and secondary data were captured in semi-structured interviews with a representative of the policy management were used and analyzed theoretically from the Tolbert and Zuker model. The data were organized by qualitative and thematic content analysis, with categories defined a priori. Experimental results stages of institutionalization in development, low level of unconscious institutionalization, pioneering action by the state and greater concentration of actions at the specialized level of health. We indicate that is emergency to invest in municipal actions.
