THE STRATEGIC QUESTION OF THE WATER AND DRAIN IN RIO GRANDE DO NORTE COMPANY

Fernando Silva's degree in Business Administration, and in early 2009 realizes his dream for a long time: working in a public organization. Then begins work on Water and Sewer Company of Rio Grande do Norte (CAERN) believing finally be able to put into practice everything that studied for years. After some time and many service inquiries, Fernando realizes that much of what he studied in the classroom was not followed by the institution. He thought mainly on the strategy, which was what he most studied in various disciplines and also was the subject of his monograph, but with the CAERN not seem to work. One reason that a colleague told him not to be a major concern with strategic planning, was the fact that there was no "competition" where they worked, and even then the only organization to perform such service in the industry, would not be so soon urgent concern about competitiveness. This does not convince the mind of Fernando. He then asks if the organization could or should undertake a strategic plan. Still thought that maybe they had not "direct competitors", but will there would be no "competitive strength" with which CAERN have to worry? And what would they be?
