The methods used for the evaluation were the Sensitivity Analysis, Scenario Analysis and Monte Carlo simulation, to understand the investment behavior under uncertainty and risk. Finally, it was revealed that the industry is in serious danger, if not clandestine surveillance in transport intensifies. However, in view of the prevailing economic conditions, the project demonstrates advantageous, requiring only 10% of own resources for the investment.
