We intend to analyze some strategies used by the Armed Forces to limit the democratic advances of the National Constituent Assembly of 1987-1988. The usage of fear as an element of pressure on constituents stands out, constructed through speeches coming from military ministers, especially gen. Leonidas Pires Gonçalves, when they criticized and directly opposed to some positions taken by parliamentarians. Such statements caused a constant climate of insecurity regarding the consolidation of the recent democracy to grow in society and through the press, having repercussions on the Assembly itself, leading to setbacks on some agendas and to the maintenance of some authoritarian remnants in the constitutional text.
