The history of 1877-79 drought has been greatly analyzed through the study of public policies / migration perceived as consequences of the same drought. In this article will be questioned this perspective based on a discussion of the role of migrants as agents in the constitution of the policies and also on election of their destinations. Therefore, we will discuss Cearense and Retirante newspapers, both published in Fortaleza, which opened wide space on the burning issue of drought and its alleged consequential in the period seen here. Finally, will be placed in debate some theoretical problems concerning the agency of migrants, dialoguing with some categories worked by E.P.Thompson and Raymond Williams.
