This work is a study of the forms of planning and spatial control found in the city of Mossoro during the drought of 1877. However, this order imposed by the authorities was never fully effective in the daily lives of thousands of refugees and citizens, because these individuals managed to resist the boundaries and they worked in the organization of what we call "drought areas", that is, the spaces of the multiple power relations in a certain place and context. This article makes use of written sources such as newspapers, memory books and reports of the Rio Grande do Norte provincial presidents.
