Abstract

A Lei nº 6.938 de 1981 (BRASIL, 1981), que instituiu a Política Nacional de Meio Ambiente (PNMA) e organiza o Sistema de Gestão Ambiental Brasileiro em termos legais, inaugura uma nova etapa na legislação ambiental brasileira, pautada na descentralização e participação. O presente trabalho objetiva analisar os desdobramentos da PNMA no desenvolvimento de políticas e instrumentos específicos de gerenciamento costeiro (mais especificamente o PNGC e o Orla).
