Risks of accidents caused by urban drainage infrastructure in Brazilian cities

Abstract

This study examines the vulnerability of the stormwater microdrainage system in urban environments and the risk of accidents during its maintenance and operation. Through the survey of incidents reported in public communication bodies, various types of accidents were identified, subdivided into occurrences on days of intense rain and in dry weather. The data collected from 2010 to 2018 indicate a total of 33 accidents in 26 Brazilian cities, resulting in material damages, 21 injuries, and 12 fatalities. It is concluded that deficiencies in the execution and maintenance of the microdrainage system pose serious accident risks. Merely constructing the drainage system is insufficient to guarantee its efficiency; the municipal organization chart must include operation and maintenance, with the allocation of resources, technical team, and organizational conditions for preventive and corrective maintenance and accident prevention.

Joaquim da Silva Pereira Cabral, UPE e UFPE

Civil Engineer from the Federal University of Pernambuco, Master in Civil Engineering from the Federal University of Rio de Janeiro, PhD in Computational Methods Applied to Engineering - Wessex Institute of Technology (England), Post-doctorate from the University of Mississippi (USA) and Free Professor from University of Pernambuco. Associate Professor at the University of Pernambuco (UPE) and Full Professor at the Federal University of Pernambuco (UFPE). He has experience in Water Resources (Groundwater and Urban Drainage) and in Numerical Methods applied to engineering. In recent years, he has worked mainly on the following topics: sustainable management of urban rainwater, salinization of groundwater, soil subsidence due to aquifer exploitation, revitalization of urban rivers, river basin management, and computational modeling.

Amanda Almeida de Oliveira Figueiredo, AC Consultoria em Construção Civil e Gestão Ambiental

Master and Civil Engineer from the Polytechnic School of Pernambuco at the University of Pernambuco (UPE). Consultant for AC Consultorias in the areas of civil construction, environmental management and legalization of projects. He worked as a master's and extension fellow at FACEPE and in scientific initiation at PFA and PBIC in the area of ​​water resources.

Felipe Mendes da Cruz, Escola Politecnica - Universidade de Pernambuco

He is currently an adjunct professor at UPE teaching the subject of occupational safety engineering at the undergraduate level. As well as, professor of reports and expertise in the Specialization course in Occupational Safety Engineering and Occupational Hygiene. He is the sector coordinator of technical and pedagogical support at the Polytechnic School. He belongs to the teaching staff of the Master's Program in Civil Construction at POLI (PEC/POLI). He is a member of the Occupational Safety and Hygiene Center/NSHT, working on developing research in the area of ​​risk management in industrial processes and civil construction. He is part of the editorial board of the Revista de Engenharia e Pesquisa Aplicada/REPA. He is a reviewer for the Safety Science Journal. Simone Rosa da Silva, Escola Politecnica - Universidade de Pernambuco

She holds a degree in Civil Engineering from the Federal University of Rio Grande do Sul (1989), a master's degree in Civil Engineering from the UFRGS Hydraulic Research Institute (1993) and a PhD in Civil Engineering with an emphasis on Water Resources and Environmental Technology from the Federal University of Pernambuco ( 2006). She is currently an Associate Professor at the Polytechnic School of the University of Pernambuco, permanent professor of the Master's in Civil Engineering. The main areas of activity are hydrology, water resources management and dam safety.
