This text analyzes the social implications of gender discrimination in the citizenship exercise and women's participation in Angola. Although the women are demographically the majority (52% of population), they are, paradoxically, the minority, because the economic, political and cultural power is concentrated fundamentally on men. This way, the women's weak participation in the decision spaces demonstrates that the measures elaborated for women's emancipation and gender equality have not been taking an effective application. A dialogue between civil society and State's institutions, it is fundamental, for boosting and to enlarge the citizenship exercise capacity and women's participation, as well as for deconstruction of the women's discrimination.
