Abstract

In different historical periods, Brazil and Namibia faced a very similar problem: the existence or not of oil in national soil. Hence, the histories of both countries can be considered as connected by the petroleum issue. There are several convergence points: the creation of legislation for a yet to be developed sector, the association of the exploration of oil with a certain idea of progress, the discussion of the environmental issue and the geological connection between the two regions. This article intends to problematize and debate such issues.
