This article analyzes the discourses of professionals like engineers who participated in the Primeiro Congresso da Habitação and the Jornada da Habitação Econômica, both in São Paulo. The intention is to understand how the economic housing's idea was conceived, and to investigate in those profissionals's speeches the main arguments used to defend the idea that the house is the best way to prevent epidemics and social unrest.
