ABSTRACT
Introduction: In order to expand access and quality of primary care, the Ministry of Health launches the Program for Improving Access and Quality in Primary Care, an evaluation system organized in three distinct phases, connected to the increase in resources for Primary Care that aims to structure the work process of professionals working at this level of health care. Objective: To identify, in the perception of Primary Care professionals, the changes produced in their work process after the implementation of the Program for Improving Access and Quality of Primary Care - PMAQ / AB. Methodology: This is an exploratory and descriptive study of a qualitative approach, in a municipality in the state of Rio Grande do Norte. Participants in the study were senior-level primary care professionals. Focal group technique and data analyzed for content were used. The research was approved by the Research Ethics Committee of the Faculty of Health Sciences of Trairi - FACISA, Federal University of Rio Grande do Norte-UFRN. Results: : In the professionals' perception, the implementation of the PMAQ took place without the participation of the professionals. Few participants report having meetings with staff to discuss the work process and improvement of indicators, but recognize that the PMAQ has promoted changes in the organization of actions. Challenges have been identified to achieve the indicators that the Program advocates, especially monitoring and evaluation. It was identified as advancement of records books and as backsliders the lack of updating for professionals, in addition to self-assessing fragile oral health. Conclusions: PMAQ is important for the improvement of basic care in SUS; The management needs to favor the support of the teams with participative management, to provide improvement to the professionals of the ESF, to empower the workers so that they can participate like active subjects in the construction of a model of participatory management.
