CLIMATE CHANGE, PUBLIC POLICY EXPERIMENTATION AND ADAPTIVE CAPACITY IN THE CITY OF CURITIBA/PR-BRAZIL

The climate change is a global phenomenon, but with mainly local effects. Understanding what local governments have been doing to realize their capacity to adapt to such effects is an important step in building less vulnerable and more sustainable cities. In this sense, the purpose of this paper is to analyze how the city of Curitiba/PR has internalized the climate issue, analyzing the experiments and challenges that have been faced to respond to the effects of climate change that affect its population. For this, the methodology follows a qualitative approach, making use of research methods such as document analysis, interviews and content analysis. From the analysis of the documents and interviews, the results of this work allow us to conclude that, although Curitiba has experiments with public policies directed to climate change, it still presents a series of challenges to make its urban management capacity effective in which it has climate adaptation as a strategy.
