Abstract

Open Peer Review (OPR) is a pillar of Open Science, already becoming one of the permanent recommendations among the best editorial practices, including, since 2022, by UNESCO. However, it has been facing difficulties, both of a technical and conceptual nature, which end up preventing its wide adoption. In this work, we give a theoretical view of the OPR, discussing its main aspects and benefits, as well as offering a quantitative tool, of free access, that allows editors to identify if and to what extent the OPR is present in the editorial policy of the journal they publish. Composed of items scored and organized hierarchically, the tool also lends itself to guiding a gradual opening of the process and may be useful for managers, indexers, and journal evaluation systems and committees to establish goals for the adoption of OPR among their criteria.
