Atención Primaria e Información en Salud: Desempenõ y financiamiento en el municipio de Natal/RN

Introduction: The country adopts, with the creation of the Previne Brazil Program, a new form of financing for Primary Health Care (APS), from the ministerial portal 2.979/2019, which establishes criteria for the allocation of resources, with a focus on performance and productivity gives APS. Such a model is subject to criticism from the academic field of Collective Health and municipal actions, which in different situations demonstrate financial losses due to the weighted capital component. Objective: Systematize the performance of Primary Health Care in the municipality of Natal, Rio Grande do Norte, based on performance indicators of the Health Information System for Basic Care (SISAB), and the financing of APS, based on the Information System on Orçamentos Públicos em Saúde (SIOPS), between the years 2019 to 2022. Methodology: This is a descriptive-exploratória research, with the use of secondary data and systematization of two seven performance indicators of APS via SISAB and health departments, in particular expenses with APS via SIOPS, in the municipality of Natal/RN. Results: Two seven indicators analyzed, the municipality of Natal reached the goal in two indicators, referring to the proportion of pregnant women with at least six prenatal consultations carried out (46% in 2022) and with the performance of tests for syphilis and HIV (67% in 2022 ). The municipality destined for Primary Care, in 2022, only 6.33% of all its expenditures with health. It is also highlighted that the coverage of the APS in the municipality is 60%, leaving a lack of assistance for a large part of the Natal population. Conclusions: The analysis of health indicators becomes important tools for the evaluation of SUS, as well as support for decision making by health managers and teams, in addition to producing critical knowledge for the qualification of APS.
