Reforma administrativa do governo Bolsonaro: para além do patrimonialismo

This article analyzes the administrative reform proposed by the Bolsonaro government from the perspective of patrimonialism. In order to understand the objectives and motivations of the proposed amendment to the Constitution, especially the political thought that underlies it, we will address aspects of the administrative reform text that permeate patrimonialism, but also those that go beyond the definitions of patrimonialism itself. For that, a literature review will be carried out in relation to patrimonialism in Brazilian political science, a brief contextualization of the administrative reform of the Bolsonaro government, as well as an analysis of the text of the proposed amendment to the Constitution, raising the main points that enable an appropriation of public goods and services by the private. In the results of these analyses, we emphasize that the administrative reform was designed to serve the interests of the market, and not the public administration itself; we found that there are mechanisms present in the reform that reinforce and expand the patrimonialist model in public administration.
