USO DE BLOCKCHAIN NA ADMINISTRAÇÃO PÚBLICA: probidade, transparência e eficiência

The present study aims to investigate whether the use of blockchain technology can make Public Administration more transparent, efficient, and honest. To achieve this goal, the specific objectives are as follows: to provide a brief overview of the search for a more transparent and efficient public administration; to highlight how information and communication technologies have impacted Public Administration; to define blockchain and detail its dynamics; and finally, to assess whether blockchain dynamics can indeed enhance the transparency, efficiency, and honesty of Public Administration. Regarding the methodology, the study employs a hypothetical-deductive method using bibliographic and documentary instruments in an exploratory and qualitative research nature, grounded in a thematic historical-evolutionary and dogmatic approach. The study deals with the following hypotheses: demonstrating the problems of Public Administration will expose the challenges that need to be addressed; studying the introduction of technologies in Public Administration will help understand current trends in administration; understanding blockchain will describe how this technology can be applied in Public Administration; understanding blockchain will provide insights into how digital certification of transactions can promote a Public Administration more aligned with its purposes.
