Critical reflection as a formative counterpoint to neotechnicism based on Sustainable Development Goal 4 and the New National Education Plan

Abstract

The study examines how Sustainable Development Goal 4 of the United Nations 2030 Agenda, particularly targets 4.5 and 4.7, and the New National Education Plan (2026–2036) produce meanings regarding basic education, raising questions about critical reflection as a formative principle in the face of neoliberal rationality and neotechnicism in education policies. Education is understood, as a field of symbolic struggles in Bourdieu’s framework, and the concept of habitus is employed to interpret neotechnicist dispositions. A documentary research is carried out based on studies of educational policies, grounded in these documents and guided by the concepts of quality, social justice, and human formation. The results indicate that the principles of equity, inclusion, and social justice support critical reflection as a counterpoint to neotechnicism, shifting education away from the logic of performance, flexible adaptation to the market, and individual accountability, and re-anchoring it in the right to education, democracy, social quality, and students’ emancipation.

Author Biography

Audrei Rodrigo da Conceição Pizolati, UNISINOS/Doutorado em Educação

PhD (2022) and Master's (2018) in Education from the University of Vale do Rio dos Sinos (UNISINOS), with full scholarships funded by the Academic Excellence Program/Coordination for the Improvement of Higher Education Personnel (PROEX/CAPES). In his master's degree, he investigated the biosocial processes of eugenic exclusion in the 1920s in the educational field, using as empirical material the 1st National Conference on Education, of 1927. His doctoral thesis focused on the critical analysis of contemporary Educational Policies, examining their implications for training and curricular organization in light of neoliberal rationality. He holds a degree in History (2013) from the Lutheran University of Brazil (ULBRA), with a full scholarship from the University for All Program (ProUni), and in Pedagogy from the Claretian University Center (2023). Currently, she is a Post-Doctorate in Education at UNISINOS (2024-2026), with an emphasis on Curriculum Policies, articulated with the teaching-learning relationship and teacher-student interaction, in student training in High School under neoliberal rationality, funded by the Carlos Chagas Foundation/National Council for Scientific and Technological Development (CNPq) (Announcement No. 32/2023 Scholarships Across the Country). She is a member of the Interinstitutional Research Group on Teaching, Pedagogies, and Differences (GIPEDI/CNPq/UNISINOS) and the Laboratory of Pedagogical Practices, Teaching, and Innovation (LAPEDIN/IFMA/CNPq). She has experience in Scientific Methodology and in technical academic consultancy and standardization of dissertations and theses and scientific articles, as well as ad hoc of books from scientific publishers, chapters, and academic journals.
