Abstract

This project aims to investigate how public managers seek to strengthen their relationship with citizens in an intelligent city, involve them and bring them closer to decision making. This research aims to analyze the impact of citizen participation in the choice of budgetary priorities for the development of the city of Curitiba, from the perspective of an intelligent city, using the participation platform, online, Fala Curitiba. The Fala Curitiba - Municipal Public Consultation Program is the model of public consultations of the City Administration of Curitiba, in which the population participates decisively in the construction of the budget pieces of the city. As the main focus of the discussion is the areas of information, technology, and management, the research will be conducted through a case study, using an exploratory approach descriptively and analytically of the phenomena observed. The results are intended to demonstrate that citizen participation in technology platforms seeks an increase in citizen contribution, their engagement in the construction of public policies, proximity, and understanding of the budgetary limitations of an intelligent city. However, it will be necessary to demonstrate the benefits and challenges of implementing a participation platform, aiming at collective production and the results obtained, thus achieving an increase in popular participation, citizen empowerment concerning government decision making, and an increase in the use of technology for all.
