The timid application of international norms in the national legal system has encouraged the adoption of measures by the National Council of Justice (CNJ) aimed at stimulating dialogue between national and international sources, fostering a culture of human rights, and complying with the guidelines of the Inter-American System of Human Rights (IACHR) from the perspective of the Judiciary. In this sense, the CNJ created the Monitoring and Oversight Unit for decisions and deliberations of the Inter-American Court of Human Rights (UMF/CNJ) and mandated that state judicial bodies establish their own monitoring units. Thus, a significant portion of state courts complied with the oversight body's requirements, including the Court of Justice of the State of Rio Grande do Norte, which created the UMF/TJRN. Therefore, the question arises as to the progress of the activities of the Rio Grande do Norte unit and how the state Court can be brought closer to international human rights norms. Using a qualitative approach and supported by bibliographic research, this study aims to address the creation of the UMF/CNJ (National Council of Justice Monitoring Unit), in addition to presenting a consequent overview of units created in the states of the federation and focusing on the UMF/TJRN (Court of Justice of Rio Grande do Norte). The analysis concluded that UMF/TJRN is promoting the mapping of demands related to human rights and developing other important actions. The activities of UMF/TJRN are gradually stimulating the culture and protection of human rights at the national level.
