Abstract

Classical international law undergoes important changes from the reorganization of world society, having as its pillar the principle of sovereignty and conceived according to the philosophy of Western Europe. The arrival of Human Rights is decisive for the construction of a cosmopolitan international law, inaugurated with the creation of the United Nations, the emergence of international criminal law and the strengthening of regional protection systems, which began to identify universal values to be protected and placed the individual in the center of their protection, with advances and some retreats.
