GENDER DEVELOPMENT IN BRAZIL
current challenges in the light of Sen's approach to development as freedom

This paper aims to investigate whether the Brazilian (institutional, legal and/or social) framework enables women to achieve their full development potential, taking into consideration the concept of development as freedom presented by Amartya Sen. For this purpose, each of the five instrumental freedoms proposed by the author will be discussed in light of statistical indicators regarding gender disparity, in order to identify the main vulnerabilities and infer considerations about the level of gender inequality in Brazil. Finally, we will reflect upon the design of public policies to recover the country, considering the deficient State Policy structured throughout the last years and the repercussions caused by the Covid-19 pandemic to this scenario. The paper dialogues the intersection between the Human Rights and the Economic Law fields of study, basing itself, specially, on scientific studies and official statistics regarding the subject.
