SOCIAL SECURITY IN INTERNATIONAL COOPERATION
A HISTORICAL INVESTIGATION FROM THE PERSPECTIVES OF THE UNDP AND THE ILO

The article aims to contribute to reflections on the role of social security in contemporary societies, especially in the period between 1990 and 2020, which marks the adoption and dissemination by the UNDP and the ILO, respectively, of the notions of Human Development and Decent Work, as fundamental premises of the model of international cooperation that these organizations began to practice. The bibliographic method was used, offering an analytical review with a historical perspective, shaped by the systematized description of contents that reveal understandings and proposals on the subject of social security contained in official documents and standards of the UNDP and the ILO during the period in question, supported by related bibliography on the subject. The historical process of dissemination of the notions of Human Development by the UNDP and Decent Work by the ILO show alignment on the importance of social security systems in international cooperation for development. However, the adoption of the Social Protection Floor (SPF) by the UN, ILO, WHO, NGOs and other collaborators in order to define strategies for dealing with the global economic crisis and achieving the Millennium Development Goals reveals a contradictory process of distancing from the assumptions that guarantee the expansion of social security.
