Considering the relevance of the energy resource "natural gas," the opening of the national gas market promoted by Constitutional Amendment No. 9/95, and the absence of a specific law governing it, this work aims to analyze the pipeline activity of natural gas transportation as a natural monopoly, an economic infrastructure industry, and an essential good. Because this activity has a natural tendency towards monopolistic structuring, the work also focuses on the analysis of Brazilian regulation of free access, an internationally known competitive practice, and on the feasibility of its inclusion in the current national gas scenario.
