Abstract

Brazilian Political History is marked by the contours of the exclusion and under-participation of minority groups in favor of local oligarchies. Party elites, translated by white men, heterosexuals, cisgenders, Christians and traditional professionals, constitute holders of power and the conduct of public policies, skewing the debate to guidelines with “ideologically neutral” bias to the detriment of policies specific to vulnerable groups. under the myth of formal equality. The work aims to observe with electoral legal instruments that can promote the pluralization of public debate in order to serve different sectors of society. Thus, a case study of the decision of the Superior Electoral Court for the 2020 elections to divide the Special Fund for Electoral Campaigns according to Consultation No. 0600306-47.2019.6.00.0000 is carried out, as well as its possible legal outlines.
