Abstract

The meaning of the term "development" is difficult to grasp due to its abstract nature and has traditionally been linked to economics. Currently, other factors influence its interpretation, such as issues related to social rights and improved living conditions. Issues like underdevelopment, and an economic, social, and political perspective, are fundamental to better understanding the practicality and importance of arriving at a better concept. Similarly, the connection between development as a human right and fundamental rights, and its close correspondence with freedom, also assist in explaining development from a legal perspective. These findings are essential because the 1988 Constitution gives the term several distinct meanings. In total, there are forty-seven appearances, of which eleven are about education, while eight are about the economy. Unraveling the particularities of development in the field of the right to access water is essential for understanding the new regulatory framework for basic sanitation in Brazil, which provides for popular mechanisms (including social control) for the development of services, culminating in the universalization of access.
